Marketplace RBAC is role-based access control over the systems that hold your listings, offers, contracts and payout settings. It is unusual among internal tools in one specific way: the same console that a marketing hire uses to fix a product description can also change a price, issue a contract, or redirect where the money lands.
Marketplace operations start with two people and one login. That is fine, right up until the first SOC 2 questionnaire asks who can modify disbursement settings and the honest answer is “everyone who has ever worked on the listing.”
The problem is not negligence. It is that marketplace tooling collapses functions that every other part of the business keeps apart. Pricing, legal terms, customer contracts and banking details normally live behind four different systems with four different approval paths. On a marketplace they sit behind one navigation bar.
What is role-based access control for marketplace operations?
It is the practice of granting each person only the marketplace permissions their job requires, rather than a single shared administrator account. The unit of control is the task, not the person or the tool.
AWS’s own guidance frames it exactly that way: “The recommended way to control who can do what in AWS Marketplace Management Portal is to use IAM to create users and groups. Then you add the users to the groups, and manage the groups.” The reason for groups rather than per-user grants is offboarding — when someone’s role changes, you remove them from a group rather than auditing a list of individual permissions.
AWS also states the risk in one sentence worth reading twice: “All of the users that you create authenticate by using their credentials. However, they use the same AWS account. Any change that a user makes can impact the whole account.”
The tasks that genuinely need separating
Not every permission needs a policy. These are the ones where the blast radius justifies the friction:

The last two are the ones most often left at “whoever set it up.” An API key issued for a one-off integration in 2024 is still valid, still has full scope, and is not attached to anyone’s leaving checklist.
A useful separation rule: the person who can change the price should not be the person who can change where the money goes. That is standard segregation of duties, and it is the control an auditor will ask about first.
How AWS models it
AWS provides managed policies for the Management Portal. “The names of the managed policies that you use with AWS Marketplace Management Portal start with AWSMarketplaceSeller” — searching IAM for that prefix is the fastest way to see what is available — and AWS recommends “using an AWS Marketplace managed policy rather than creating your own policy.”
Beyond the managed set, AWS supports fine-grained access to individual Management Portal pages, including the Settings, Contact Us, File Upload and Insights tabs. The practical use of that is narrower than it sounds but genuinely valuable: an analyst who needs Insights does not need Settings, and Settings is where the account-level configuration lives.
The pattern AWS describes — a group per page, users in multiple groups as needed — scales better than it looks, because it maps to how people actually request access. Nobody asks for “AWSMarketplaceSellerFullAccess.” They ask to see the reports.
Every marketplace has its own model, and they do not agree: Microsoft’s roles are managed in Partner Center, Google Cloud’s in the Producer Portal, each with its own vocabulary. Check each provider’s current documentation before assuming a role means the same thing across two clouds — the words overlap far more than the permissions do.
The layer above the clouds
If you operate on more than one marketplace, per-cloud roles are necessary but not sufficient, because the person doing the work is usually in a tool that spans all of them. That layer needs the same treatment.
In Suger, that means roles, custom roles and MFA configured on the account, and SSO with SCIM provisioning through your identity provider. SCIM is the part worth insisting on: it makes deprovisioning automatic. Without it, removing someone from Okta removes their ability to sign in and leaves their account, their API tokens and their permissions exactly where they were.
The test for whether your setup is real: when someone leaves on a Friday, is their marketplace access gone without anyone remembering to remove it? If the answer depends on a person, it will eventually be no.
A least-privilege default
A starting point that works for most teams, to be adjusted rather than adopted verbatim:
Read-only by default. Everyone who touches marketplace work gets reporting and listing visibility. Most requests for access are really requests to see something.
Listing editor. Product marketing and whoever owns listing content. No pricing, no offers.
Deal desk. Private offers and amendments, within a value threshold your team sets. Not payout settings.
Pricing owner. Public pricing changes. A small number of people, because the changes are slow to reverse — changing your marketplace price after launch covers why.
Finance. Payout configuration, banking, tax settings, disbursement reporting. Ideally with a second approver on any change to bank details.
Platform engineering. API credentials and integration configuration. Credentials issued per integration, never per person, and inventoried somewhere a human reads quarterly.
Administrator. Two people. Named. Reviewed.
Two habits make the difference between a role model and a diagram: review it quarterly against the actual user list, and grant access for a reason that is written down, so the next reviewer can tell the difference between a permission someone needs and one they were given during an incident eighteen months ago.
